I-5 What the Early Congresses Did Not Publish and How It Affects Historical Research

Librarians who are searching for materials from early Congresses
Learning Outcomes: 
1) Participants will learn what types of earlier Congressional materials have not been published.
2) Participants will learn why this creates an important gap in historical research and alternative sources for early Congressional publication.

Panelists will describe the incomplete publishing scheme of early Congressional materials, including omissions from the American State Papers, the compromises and conflicts in the Federalist era that affected publication, unpublished petitions, and documents printed for the first federal Congress, and how it affects historical research.
